Dear Colleague:

The Committee on Rules may meet the week of February 6th to grant a rule that could limit the amendment process for floor consideration of H.R. 3521, the Expedited Line-Item Veto and Rescissions Act of 2011.

Any Member wishing to offer an amendment must submit an electronic copy of the amendment and description via the Rules Committee’s website.  Members must also submit 30 hard copies of the amendment, one copy of a brief explanation of the amendment, and an amendment login form to the Rules Committee in room H-312 of the Capitol by 11 a.m. on Monday, February 6, 2012.  Both electronic and hard copies must be received by the date and time specified. 

Members should draft their amendments to the Rules Committee Print 112-12 dated February 1, 2012, which is posted on the Rules Committee website.  The Rules Committee Print combines the text of H.R. 3521, reported by the Committee on the Budget and the Committee on Rules.

Members should use the Office of Legislative Counsel to ensure that their amendments are drafted in the most appropriate format. Members should also check with the Office of the Parliamentarian, the Committee on the Budget, and the Congressional Budget Office to be certain their amendments comply with the rules of the House and the Congressional Budget Act. The Committee on Rules may meet the week of January 30th to grant a rule that could limit the amendment process for floor consideration of H.R. 1734, the Civilian Property Realignment Act.  The bill was ordered reported on October 13th by the Committee on Transportation and Infrastructure.

Any Member wishing to offer an amendment must submit an electronic copy of the amendment and description via the Committee’s website.  Members must also submit 30 hard copies of the amendment, one copy of a brief explanation of the amendment, and an amendment login form to the Rules Committee in room H-312 of the Capitol by 11 a.m. on Thursday, February 2, 2012. Both electronic and hard copies must be received by the date and time specified.  Members should draft their amendments to the Rules Committee Print 112-11, dated January 27, 2012, which is available on the Rules Committee website.
