The Committee on Rules may meet the week of February 13th to grant a rule that could limit the amendment process for floor consideration of H.R. 7, the American Energy and Infrastructure Jobs Act of 2012.

Rules Committee Print 112-14, which is posted on the Rules Committee website.  The Rules Committee Print largely reflects the text of H.R. 7, as reported by Transportation & Infrastructure, H.R. 3548, as reported by Energy & Commerce, H.R. 3864, as reported by Ways & Means, H.R. 3813, as reported by Oversight & Government Reform, and H.R. 3407, H.R. 3408 and H.R. 3410, as reported by Natural Resources.

Members should use the Office of Legislative Counsel to ensure that their amendments are drafted in the most appropriate format. Members should also check with the Office of the Parliamentarian, the Committee on the Budget, and the Congressional Budget Office to be certain their amendments comply with the rules of the House and the Congressional Budget Act. Dear Colleague:
 
The Committee on Rules is scheduled to meet on Monday, February 14, 2011 at 5:30 p.m. to grant a rule for the consideration of H.R. 1, the Full Year Continuing Appropriations Act, 2011, which may require that amendments be printed in the Congressional Record prior to their consideration on the Floor.
 
The bill was introduced and made available electronically on the Rules Committee website on February 11, 2011. Members should draft their amendments to the bill as introduced. A basic guide on how to draft amendments to this measure is available on the Rules Committee website.
 
Members should use the Office of Legislative Counsel to ensure that their amendments are drafted in the most appropriate format. Members should also check with the Office of the Parliamentarian to be certain their amendments comply with the rules of the House. It is also recommended that if Members are proposing transfer amendments that they consult with the Committee on Appropriations to ensure that their amendments comply with clause 2(f) of Rule XXI.  If you have any questions, please contact myself or Adam Jarvis at x5-9191.
