The Committee on Rules will hold an emergency meeting on Monday, June 17, 2013 at 5:00 PM in H-313 The Capitol on the following measures: 

  • H.R. 1947 – Federal Agriculture Reform and Risk Management Act of 2013 (General Debate ONLY)
  • H.R. 1797 – District of Columbia Pain-Capable Unborn Child Protection Act

 

 

 

**PLEASE NOTE:  While this meeting is being designated as an emergency meeting consistent with committee practice, it is important to note that the legislative text of H.R. 1947 will have been available to all Members and the public for four calendar days prior to Rules Committee action on the bill.

Dear Colleague:

The Committee on Rules may meet the week of June 17th to grant a rule that could limit the amendment process for floor consideration of H.R. 1947, Federal Agriculture Reform and Risk Management Act of 2013.

Any Member wishing to offer an amendment must submit a searchable electronic copy of the amendment, which should be provided by the Office of Legislative Counsel, via the Rules Committee’s website. Members must also submit 30 hard copies of the amendment, one copy of a brief explanation of the amendment, and an amendment login form to the Rules Committee in room H-312 of the Capitol by 2:00 p.m. on Monday, June 17, 2013 Both electronic and hard copies must be received by the date and time specified.  Members should draft their amendments the text of Rules Committee Print 113-14, which reflects the text of H.R. 1947 as reported by the Committees on Agriculture and the Judiciary and a further modification to section 1461.  Rules Committee Print 113-14 is available on the Rules Committee website.   

Members should use the Office of Legislative Counsel to ensure that their amendments are drafted in the most appropriate format.  Members should also check with the Congressional Budget Office for a preliminary assessment of their amendments’ budgetary effects.  Finally, members should check with the Office of the Parliamentarian and the Committee on the Budget to be certain their amendments comply with the rules of the House and the Congressional Budget Act.  If you have any questions, please contact myself or Nathan Blake of the Committee staff at 225-9191.
