AMENDMENT PROCESS FOR

H.R. 50 - Unfunded Mandates Information and Transparency Act of 2017  

Dear Colleague:                                                   

The Committee on Rules is likely to meet the week of July 9th to grant a rule that may provide a structured amendment process for floor consideration of H.R. 50, the Unfunded Mandates Information and Transparency Act of 2017.

Any Member wishing to offer an amendment must submit a searchable electronic copy of the amendment, which should be provided by the Office of Legislative Counsel, via the Rules Committee’s website.  Members must also submit 30 hard copies of the amendment, one copy of a brief explanation of the amendment, and an amendment login form to the Rules Committee in room H-312 of the Capitol by 10:00 a.m. on Monday, July 9, 2018.  Both electronic and hard copies must be received by the date and time specified.  Members should draft their amendments to the text of the bill, as reported by the Committee on Oversight and Government Reform, and is available on the Rules Committee website.    

Members should use the Office of Legislative Counsel to ensure that their amendments are drafted in the most appropriate format.  Members should also check with the Congressional Budget Office for a preliminary assessment of their amendments’ budgetary effects.  Finally, Members should check with the Office of the Parliamentarian and the Committee on the Budget to be certain their amendments comply with the rules of the House and the Congressional Budget Act.  If you have any questions, please contact myself or Annie Minkler of the Committee staff at 225-9191.

AMENDMENT PROCESS FOR

H.R. 6237 – Matthew Young Pollard Intelligence Authorization Act for Fiscal Years 2018 and 2019

Dear Colleague: 

The Committee on Rules is likely to meet the week of July 9th to grant a rule that may provide a structured amendment process for floor consideration of H.R. 6237, the Matthew Young Pollard Intelligence Authorization Act for Fiscal Years 2018 and 2019. 

Any Member wishing to offer an amendment must submit a searchable electronic copy of the amendment, which should be provided by the Office of Legislative Counsel, via the Rules Committee’s website.  Members must also submit 30 hard copies of the amendment, one copy of a brief explanation of the amendment, and an amendment login form to the Rules Committee in room H-312 of the Capitol by 10:00 a.m. on Thursday, July 5, 2018. Both electronic and hard copies must be received by the date and time specified.  Members should draft their amendments to the text of Rules Committee Print 115-80, which contains the text of the bill as ordered reported by the Permanent Select Committee on Intelligence and is available on the Rules Committee website. 

Members should also be advised that the classified Schedules of Authorizations and the classified Annexes accompanying the bill are available for review beginning June 29, 2018 by Members at the offices of the Permanent Select Committee on Intelligence.  As a reminder, clause 13 of rule XXIII only permits access to classified information by those Members of the House who have signed the oath provided for in the rule.

The Committee on Rules will meet on Wednesday, June 27, 2018 at 3:00 PM in H-313 The Capitol on the following emergency measure:

  • H. Res. 970 — Insisting that the Department of Justice fully comply with the requests, including subpoenas, of the Permanent Select Committee on Intelligence and the subpoena issued by the Committee on the Judiciary relating to potential violations of the Foreign Intelligence Surveillance Act by personnel of the Department of Justice and related matters.
