Adopted by record vote of 231-187, after agreeing to consider the resolution by record vote of 234-183, after agreeing to the previous question by record vote of 235-186, on Wednesday, June 1, 2011.

1. Open rule.

2. Provides for one hour of general debate equally divided and controlled by the chair and ranking minority member of the Committee on Appropriations.

3. Waives all points of order against consideration of the bill.

4. Waives points of order against provisions in the bill for failure to comply with clause 2 of rule XXI except for section 536.

5. Under the Rules of the House the bill shall be read for amendment by paragraph.

6. Provides that the bill shall be considered for amendment under the five-minute rule.

7. Authorizes the Chair to accord priority in recognition to members who have pre-printed their amendments in the Congressional Record.

8. Provides one motion to recommit with or without instructions.

9. Provides that H. Con. Res. 34, including the related 302(a) allocations printed in the Rules Committee report accompanying the resolution, shall have force and effect until a conference report on the concurrent resolution on the budget for fiscal year 2012 is adopted.
