otion by Mr. Hastings of Florida to amend the rule to H.R. 3578 to make in order the following amendments to H.R. 3578 and provide the appropriate waivers: amendment #4, offered by Rep. Jackson Lee (TX), would require the Congressional Budget Office and the Federal Reserve Bank, to the extent practicable, to jointly prepare a study on the Consumer Price Index, and other relevant indicators of inflation upon enactment of this bill; amendment #1, offered by Rep. Loebsack (IA), would exempt Department of Veterans Affairs discretionary appropriations, and to make in order the following amendments to H.R. 3582 and provide the appropriate waivers: amendment #10, offered by Rep. Jackson Lee (TX), would require the Congressional Budget Office, to the extent practicable, to include a microeconomic and statistical component in order to ascertain the potential impact of the Act on small businesses; amendment #7, offered by Rep. Quiqley (IL), would require the CBO to prepare a macroeconomic impact analysis for any bill or resolution that provides aggregate new budget authority for any fiscal year for infrastructure spending estimated under Section 402 to be greater than 0.25 percent of GDP. The analysis would only be done for those sections of the bill or resolution that contain infrastructure spending. Defeated 4-8.
