Agreed to by record vote of 222-172, after agreeing to the previous questions by record vote of 219-172 on Tuesday, June 26, 2018.

1. Structured rule for H.R. 6157.
2. Provides one hour of general debate equally divided and controlled by the chair and ranking minority member of the Committee on Appropriations.
3. Waives all points of order against consideration of the bill.
4. Provides that an amendment in the nature of a substitute consisting of the text of Rules Committee Print 115-77 shall be considered as adopted and the bill, as amended, shall be considered as read.
5. Waives all points of order against provisions in the bill, as amended, for failure to comply with clause 2 rule XXI, except beginning on page 86, line 1, through page 86, line 7.
6. Makes in order only those further amendments printed in part A of the Rules Committee report. Each such amendment may be offered only in the order printed in the report, may be offered only by a Member designated in the report, shall be considered as read, shall be debatable for the time specified in the report equally divided and controlled by the proponent and an opponent, shall not be subject to amendment, and shall not be subject to a demand for division of the question.
7. Waives all points of order against the amendments printed in the report.
8. Provides that no further consideration of the bill shall be in order except pursuant to a subsequent order of the House.
9. Section 3 of the rule provides that the chair and ranking minority member of the Committee on Appropriations or their respective designees may offer up to 10 pro forma amendments each at any point for the purpose of debate.
10. Section 4 of the rule provides that during consideration of H.R. 6157, it shall not be in order to use a decrease in Overseas Contingency Operations funds to offset an amendment that increases an appropriation not designated as Overseas Contingency Operations funds or vice versa, but does not apply to amendments between the Houses.
