FLOOR ACTION ON H. RES. 1289:
Agreed to by record vote of 216-208, after agreeing to the previous question by record vote of 218-208, on July 28, 2022.

MANAGERS: Morelle/Reschenthaler

1. Provides for the consideration of the Senate Amendment to the House Amendment to the Senate Amendment to H.R. 4346.
2. Makes in order a motion offered by the chair of the Committee on Science, Space, and Technology or her designee that the House concur in the Senate Amendment to the House Amendment to the Senate Amendment to H.R. 4346.
3. Waives all points of order against consideration of the motion and the Senate amendment.
4. Provides that the Senate amendment and the motion shall be considered as read.
5. Provides one hour of debate on the motion equally divided and controlled by the chair and ranking minority member of the Committee on Science, Space, and Technology or their designees.

6. Section 2 of the rule provides that on any legislative day during the period from August 1, 2022, through September 12, 2022, the Journal of the proceedings of the previous day shall be considered as approved.
7. Provides that the Speaker may appoint Members to perform the duties of the Chair for the duration of the period addressed by section 2 of the resolution.
8. Provides that each day during the period addressed by section 2 of the resolution shall not constitute a calendar day for the purposes of section 7 of the War Powers Resolution (50 U.S.C. 1546).
9. Provides that each day during the period addressed by section 2 of the resolution shall not constitute a legislative day for purposes of clause 7 of rule XIII (resolutions of inquiry).
10. Provides that each day during the period addressed by section 2 shall not constitute a calendar or legislative day for purposes of clause 7(c)(1) of rule XXII (motions to instruct conferees).
11. Provides that each day during the period addressed by section 2 of this resolution shall not constitute a legislative day for the purposes of clause 7 of rule XV (Consensus Calendar).
