2. Waives all points of order against consideration of the bill.

3. Provides that the bill shall be considered as read.

5. Provides one hour of general debate equally divided and controlled by the chair and ranking minority member of the Committee on Energy and Commerce or their respective designees.

6. Provides one motion to recommit.

9. Provides that the amendment in the nature of a substitute recommended by the Committee on Energy and Commerce now printed in the bill shall be considered as adopted and the bill, as amended, shall be considered as read.

11. Provides one hour of general debate equally divided and controlled by the chair and ranking minority member of the Committee on Energy and Commerce or their respective designees.

18. Provides that the Chair shall put the question on retaining Division A and retaining Divisions B and C of the bill in the order specified by the Chair; provides that the yeas and nays shall be considered as ordered on each of the questions; and provides that the Chair shall then put the question on engrossment and third reading of the text comprising those portions of the bill retained.

19. Provides one motion to recommit.

20. Directs the Clerk, in the engrossment of H.R. 6938, to make technical and conforming changes in the event a portion of the bill is not retained.

21. Provides that the chair of the Committee on Appropriations may insert in the Congressional Record not later than January 9th, 2026, such material as he may deem explanatory of H.R. 6938.
