20. Directs the Clerk, in the engrossment of H.R. 6938, to make technical and conforming changes in the event a portion of the bill is not retained.
21. Provides that the chair of the Committee on Appropriations may insert in the Congressional Record not later than January 9th, 2026, such material as he may deem explanatory of H.R. 6938.
