Motion by Mr. Polis to amend the rule to H.R. 1473 en bloc amendment to make in order and provide the appropriate waivers for amendment #4, offered by Rep. Polis, which would reduce the amount of troops permanently stationed in Europe from 80,000 to 35,000 and would cut end-strength levels by 7,500.; and amendment #12, offered by Rep. Polis (CO), which would strike all funding for the Office of National Drug Control Policy, commonly known as the Drug Czar. Defeated 3-7.
