The Committee on Rules will meet on Wednesday, September 19, 2012 at 5:00 PM on the following measures:
- H.R. 3409–Coal Miner Employment and Domestic Energy Infrastructure Protection Act
- H.J. Res. 118–Providing for congressional disapproval under chapter 8 of title 5, United States Code, of the rule submitted by the Office of Family Assistance of the Administration for Children and Families of the Department of Health and Human Services relating to waiver and expenditure authority under section 1115 of the Social Security Act (42 U.S.C. 1315) with respect to the Temporary Assistance for Needy Families program.

Dear Colleague:
The Committee on Rules may meet the week of September 19th to grant a rule that could limit the amendment process for floor consideration of H.R. 2401, the Transparency in Regulatory Analysis of Impacts on the Nation Act of 2011. The bill was ordered reported on July 12th by the Committee on Energy and Commerce.
Any Member wishing to offer an amendment must submit an electronic copy of the amendment and description via the Committee’s website. Members must also submit 30 hard copies of the amendment, one copy of a brief explanation of the amendment, and an amendment login form to the Rules Committee in room H-312 of the Capitol by 5 p.m. on Monday, September 19, 2011. Both electronic and hard copies must be received by the date and time specified. Members should draft their amendments to the text of the bill as ordered reported by the Committee on Energy and Commerce, which is available on the Rules Committee website.
Members should use the Office of Legislative Counsel to ensure that their amendments are drafted in the most appropriate format. Members should also check with the Office of the Parliamentarian, the Committee on the Budget, and the Congressional Budget Office to be certain their amendments comply with the rules of the House and the Congressional Budget Act. Rules Committee Print 112-32 consists of the text of H.R. 3409, as ordered reported by the Committee on Natural Resources; H.R. 910, H.R. 2401, and H.R. 2273 as passed the House, along with changes recommended by the chair of the Committee on Energy and Commerce; and H.R. 2018 as passed the House.
Members should use the Office of Legislative Counsel to ensure that their amendments are drafted in the most appropriate format. Members should also check with the Congressional Budget Office for a preliminary assessment of their amendments’ budgetary effects. Finally, members should check with the Office of the Parliamentarian and the Committee on the Budget to be certain their amendments comply with the rules of the House and the Congressional Budget Act.
