The following measures will be reconvened upon as emergency items: 

  • H.R. 3813 — Securing Annuities for Federal Employees Act of 2012
  • H.R. 3408 — Protecting Investment in Oil Shale the Next Generation of Environmental, Energy, and Resource Security Act 

  ::  PLEASE NOTE ::  Today, the Committee on Rules will only take testimony from the Chair and Ranking Members of the committees of jurisdiction on H.R. 7, the American Energy and Infrastructure Jobs Act. The Committee will also take testimony from committees and Members offering amendments to H.R. 3813, the Securing Annuities for Federal Employees Act of 2012 (consisting of title XVI of the Rules Committee print of H.R. 7), and H.R. 3408, the PIONEERS Act (consisting of titles IV and XVII of the Rules Committee print of H.R. 7). The Committee will reconvene tomorrow to take testimony from Members seeking to offer amendments to H.R. 7 (titles I-XIII and title XV of the Rules Committee Print of H.R. 7).

The Committee on Rules may meet the week of February 6th to grant a rule that could limit the amendment process for floor consideration of H.R. 3581, the Budget and Accounting Transparency Act of 2011.  The bill was ordered reported on January 24th by the Committee on the Budget. 

amendment login form to the Rules Committee in room H-312 of the Capitol by 11 a.m. on Monday, February 6, 2012. Both electronic and hard copies must be received by the date and time specified. 

Rules Committee Print 112-13, dated February 1, 2012, which is available on the Rules Committee website.  The Rules Committee Print reflects the bill as ordered reported by the Committee on the Budget.

The Committee on Rules may meet the week of February 6th to grant a rule that could limit the amendment process for floor consideration of H.R. 3521, the Expedited Line-Item Veto and Rescissions Act of 2011.

Any Member wishing to offer an amendment must submit an electronic copy of the amendment and description via the Rules Committee’s website.  Members must also submit 30 hard copies of the amendment, one copy of a brief explanation of the amendment, and an amendment login form to the Rules Committee in room H-312 of the Capitol by 11 a.m. on Monday, February 6, 2012.  Both electronic and hard copies must be received by the date and time specified. 

Members should draft their amendments to the Rules Committee Print 112-12 dated February 1, 2012, which is posted on the Rules Committee website.  The Rules Committee Print combines the text of H.R. 3521, reported by the Committee on the Budget and the Committee on Rules.

Members should use the Office of Legislative Counsel to ensure that their amendments are drafted in the most appropriate format. Members should also check with the Office of the Parliamentarian, the Committee on the Budget, and the Congressional Budget Office to be certain their amendments comply with the rules of the House and the Congressional Budget Act.
