The Committee on Rules will meet on Tuesday, September 29, 2015 at 3:30 PM in H-313 The Capitol on the following emergency measure:

• H.R. 3457—Justice for Victims of Iranian Terrorism Act

Dear Colleague:

The Committee on Rules may meet the week of September 28th to grant a rule that could limit the amendment process for floor consideration of H.R. 702, to adapt to changing crude oil market conditions.

Any Member wishing to offer an amendment must submit a searchable electronic copy of the amendment, which should be provided by the Office of Legislative Counsel, via the Rules Committee’s website. Members must also submit 30 hard copies of the amendment, one copy of a brief explanation of the amendment, and an amendment login form to the Rules Committee in room H-312 of the Capitol by 10:00 a.m. on Monday, September 28, 2015.  Both electronic and hard copies must be received by the date and time specified. Members should draft their amendments to the text of Rules Committee Print 114-27, which contains the text of H.R. 702, as ordered reported by the Committee on Energy and Commerce, and is available on the Rules Committee website.    

Members should use the Office of Legislative Counsel to ensure that their amendments are drafted in the most appropriate format.  Members should also check with the Congressional Budget Office for a preliminary assessment of their amendments’ budgetary effects.  Finally, members should check with the Office of the Parliamentarian and the Committee on the Budget to be certain their amendments comply with the rules of the House and the Congressional Budget Act.  If you have any questions, please contact myself or Karas Gross of the Committee staff at 225-9191.

Any Member wishing to offer an amendment must submit a searchable electronic copy of the amendment, which should be provided by the Office of Legislative Counsel, via the Rules Committee’s website. Members must also submit 30 hard copies of the amendment, one copy of a brief explanation of the amendment, and an amendment login form to the Rules Committee in room H-312 of the Capitol by 12:00 p.m. on Tuesday, September 15, 2015.  Both electronic and hard copies must be received by the date and time specified. Members should draft their amendments to the text of Rules Committee Print 114-26, which contains the text of H.R. 348, as reported by the Committee on the Judiciary, and is available on the Rules Committee website.

The Committee on Rules will meet tonight, Wednesday, September 9, 2015 at 7:35 PM in H-313 The Capitol on the following emergency measures:

• H. Res. 411—Finding that the President has not complied with section 2 of the Iran Nuclear Agreement Review Act of 2015.
• H.R. 3460—To suspend until January 21, 2017, the authority of the President to waive, suspend, reduce, provide relief from, or otherwise limit the application of sanctions pursuant to an agreement related to the nuclear program of Iran.
• H.R. 3461—To approve the Joint Comprehensive Plan of Action, signed at Vienna on July 14, 2015, relating to the nuclear program of Iran.
