522 Amendments, 101 Democratic Witnesses, and 21 Hours Later, Rules Committee Republicans Jam Through GOP Tax Scam

Supporting Massive Cuts To Basic Needs Programs To Shovel Tax Breaks To Billionaires

WASHINGTON, D.C. — After House Republicans attempted to jam through the GOP Tax Scam in the dead of night, House Democrats fought back with the longest Rules Committee markup in recent memory to ensure the American people can see clearly what this devastating bill does to everyday Americans. 

More than 100 House Democrats offered 522 amendments to the legislation, using every tool at our disposal to stop Republicans from taking away Americans’ health care, raising costs for groceries, and handing huge tax breaks to billionaire Republican donors like Elon Musk.

After nearly 20 hours of testimony from House Democrats, House Republicans rejected every single Democratic amendment – including those that would have protected basic needs programs like Medicaid and food assistance. Instead, Republicans rubber-stamped Donald Trump’s price hikes and jammed the reckless GOP Tax Scam to the House Floor.

“After convening a Rules Committee meeting in the dead of night on a 1,000+ page bill, Republicans doubled down on their outrageous tax scam, rejecting every single amendment that Democrats offered,” said Ranking Member McGovern. “Not only are they stealing from the American people to give billionaires another tax break, they’re too afraid to even debate the ideas we offered—bringing their big, ugly bill to the floor with zero amendments made in order. Shame on them, and shame on this outrageous process which has produced a terrible bill.” 

Among the amendments that House Republicans rejected on party-line, votes included: 

  • An amendment (#233) to stop Republican cuts to health care and food assistance, including those that will kick 14 million Americans off their health care, offered by Democratic Leader Hakeem Jeffries;

 

  • An amendment (#238) that would protect women across the country who receive health care from Planned Parenthood, which provides everything from cancer screenings to birth control to testing and treatment for STIs, offered by Democratic Whip Katherine Clark;

 

  • An amendment (#378)  to restore NIH funding for research to help find cures and treatments for cancer and to give hope to the millions of Americans living with cancer and their families, offered by Ranking Member Jim McGovern;

 

  • An amendment (#245) to protect enhanced premium tax credits that Republicans are allowing to expire, causing more than 3.5 million people to lose health insurance received in the Affordable Care Act marketplace, offered by Representative Lauren Underwood;

 

  • An amendment (#267)to make the Child Tax Credit fully refundable and increase the benefit amount so that parents have more money in their pockets, offered by Representative Suzan DelBene;

 

  • And an amendment (#283) which would ensure that billionaires do not get a tax break while middle class families are left behind, offered by Representative Jimmy Gomez.
