During the negotiations to resolve the unfinished work to fund the government for the remainder of the fiscal year, there were a number of important issues that the parties couldn't agree on, including government funding for the implementation of health care legislation and funding for Planned Parenthood. Speaker Boehner successfully negotiated an agreement with Senate Majority Leader Reid to ensure that these two proposals received an up or down vote in both the House and Senate. The Committee on Rules may meet the week of April 16th to grant a rule that could limit the amendment process for floor consideration of H.R. 4089, the Sportsmen's Heritage Act of 2012.
Mandatory Spending. Mandatory or direct spending is generally spending provided outside of the regular gen- eral appropriations bills. It is most often provided pursuant to a formula and is often referred to as entitlement spending because the authorizing law creates an enforceable right, or entitlement, to the benefit authorized by the statute. While entitlements do not encompass all direct spending, they represent the largest portion.
This measure provides a 90-day extension of Federal-aid highway, highway safety, motor carrier safety, transit, and other programs funded out of the Highway Trust Fund pending enactment of a multiyear law reauthorizing such programs.
The Committee Rules will hold an emergency meeting today, Wednesday, March 28, 2012 at 5:30 PM in H-313 The Capitol on the following measure:
H. Con. Res. 112 establishes the budget for the United States Government for fiscal year 2013 and sets forth appropriate budgetary levels for fiscal years 2014 through 2022.
