Dear Colleague:

The Committee on Rules may meet the week of April 15th to grant a rule that could limit the amendment process for floor consideration of H.R. 624, the Cyber Intelligence Sharing and Protection Act.
 

Any Member wishing to offer an amendment must submit a searchable electronic copy of the amendment, which should be provided by the Office of Legislative Counsel, via the Rules Committee’s website. Members must also submit 30 hard copies of the amendment, one copy of a brief explanation of the amendment, and an amendment login form to the Rules Committee in room H-312 of the Capitol by 10:00 a.m. on Tuesday, April 16, 2013 Both electronic and hard copies must be received by the date and time specified.  Members should draft their amendments to Rules Committee Print 113-7, which contains the text of the bill as ordered reported by the Permanent Select Committee on Intelligence with a modification and is posted on the Rules Committee website. 

Members should use the Office of Legislative Counsel to ensure that their amendments are drafted in the most appropriate format.  Members should also check with the Congressional Budget Office for a preliminary assessment of their amendments’ budgetary effects.  Finally, members should check with the Office of the Parliamentarian and the Committee on the Budget to be certain their amendments comply with the rules of the House and the Congressional Budget Act.  If you have any questions, please contact myself or Steve Cote of the Committee staff at 225-9191.

The Committee on Rules may meet the week of April 8th to grant a rule that could limit the amendment process for floor consideration of H.R. 1120, the Preventing Greater Uncertainty in Labor-Management Relations Act.

Any Member wishing to offer an amendment must submit a searchable electronic copy of the amendment, which should be provided by the Office of Legislative Counsel, via the Rules Committee’s website. Members must also submit 30 hard copies of the amendment, one copy of a brief explanation of the amendment, and an amendment login form to the Rules Committee in room H-312 of the Capitol by 10:00 a.m. on Wednesday, April 10, 2013.  Both electronic and hard copies must be received by the date and time specified.

Members should draft their amendments to the text of Rules Committee Print 113-6, which contains the text of H.R. 1120, as ordered reported by the Committee on Education and the Workforce, and is posted on the Rules Committee website.

Dear Colleague:

The Committee on Rules is likely to meet as early as Tuesday, April 9, 2013 to grant a rule for the consideration of H.R. 678, the Bureau of Reclamation Small Conduit Hydropower Development and Rural Jobs Act, which may require that amendments be printed in the Congressional Record prior to their consideration.  In order to ensure that you are able to have your amendments considered, all amendments should be submitted for printing in the Congressional Record on or before the legislative day of Tuesday, April 9, 2013.

The bill was reported by the Committee on Natural Resources on March 25, 2013 and made available electronically on the Rules Committee website on April 3, 2013.  Members should draft their amendments to the bill as reported.  Also, a more detailed description of the “pre-printing” process can be found on the Rules Committee website.

The Committee on Rules may meet the week of March 18th to grant a rule that could limit the amendment process for floor consideration of H. CON. RES. __, the Concurrent Resolution on the Budget for Fiscal Year 2014.  As in past years, the Rules Committee intends to give priority to amendments offered as complete substitutes.

Any Member wishing to offer an amendment must submit a searchable electronic copy of the amendment, which should be provided by the Office of Legislative Counsel, via the Rules Committee’s website. Members must also submit 30 hard copies of the amendment, one copy of a brief explanation of the amendment, and an amendment login form to the Rules Committee in room H-312 of the Capitol by 12:00 p.m. on Monday, March 18, 2013.  Both electronic and hard copies must be received by the date and time specified.  The text of the resolution as ordered reported by the Committee on the Budget is available on the Rules Committee website.  As a reminder, please review my letter of March 12th to ensure that you comply with the new requirement related to estimates of direct spending adopted as part of H. Res. 5 (the opening day Rules Package).
