Dear Colleague:
The Committee on Rules may meet the week of January 14th to grant a rule that could limit the amendment process for floor consideration of H.R. 152, the Disaster Relief Appropriations Act, 2013.
Any Member wishing to offer an amendment must submit an electronic copy of the amendment and description via the Rules Committee’s website. Members must also submit 30 hard copies of the amendment, one copy of a brief explanation of the amendment, and an amendment login form to the Rules Committee in room H-312 of the Capitol by 4:00 p.m. on Friday, January 11, 2013. Both electronic and hard copies must be received by the date and time specified.
Members may draft amendments to the amendment offered by Chairman Rogers (R-KY) or the amendment offered by Rep. Frelinghuysen (R-NJ), both of which are posted on the Rules Committee website.
Members should use the Office of Legislative Counsel to ensure that their amendments are drafted in the most appropriate format. If Members have previously drafted amendments to the introduced bill or previously posted amendments, please contact the Office of Legislative Counsel to redraft to the appropriate amendment.
Members should also check with the Congressional Budget Office for a preliminary assessment of their amendments’ budgetary effects. Finally, members should check with the Office of the Parliamentarian and the Committee on the Budget to be certain their amendments comply with the rules of the House and the Congressional Budget Act. The Committee on Rules may meet the week of September 19th to grant a rule that could limit the amendment process for floor consideration of H.R. 2401, the Transparency in Regulatory Analysis of Impacts on the Nation Act of 2011. The bill was ordered reported on July 12th by the Committee on Energy and Commerce.
Any Member wishing to offer an amendment must submit an electronic copy of the amendment and description via the Committee’s website. Members must also submit 30 hard copies of the amendment, one copy of a brief explanation of the amendment, and an amendment login form to the Rules Committee in room H-312 of the Capitol by 5 p.m. on Monday, September 19, 2011. Both electronic and hard copies must be received by the date and time specified. Members should draft their amendments to the text of the bill as ordered reported by the Committee on Energy and Commerce, which is available on the Rules Committee website.
Members should use the Office of Legislative Counsel to ensure that their amendments are drafted in the most appropriate format. Members should also check with the Office of the Parliamentarian, the Committee on the Budget, and the Congressional Budget Office to be certain their amendments comply with the rules of the House and the Congressional Budget Act.
