Dear Colleague:

The Committee on Rules is likely to meet as early as Monday, October 3, 2011 to grant a rule for the consideration of H.R. 2681, the Cement Sector Regulatory Relief Act of 2011, which may require that amendments be printed in the Congressional Record prior to their consideration.  In order to ensure that you are able to have your amendments considered, all amendments should be submitted for printing in the Congressional Record on or before the legislative day of Tuesday, October 4, 2011.  Please visit the Rules Committee website (www.rules.house.gov) for additional information following committee action next week. 

The bill was ordered reported by the Committee on Energy and Commerce on September 21, 2011 and filed with the House on September 26th.  Additionally, the text of the bill as ordered reported was made available electronically on the Rules Committee website on September 27, 2011. Members should draft their amendments to the bill as ordered reported.  A more detailed description of the “pre-printing” process can be found on the Rules Committee website

Members should use the Office of Legislative Counsel to ensure that their amendments are drafted in the most appropriate format. The Committee on Rules may meet the week of September 5th to grant a rule that could limit the amendment process for floor consideration of H.R. 1892, the Intelligence Authorization Act for Fiscal Year 2012.

Members should also be advised that the classified Schedule of Authorizations and the classified Annex accompanying the bill will be available for review by Members at the offices of the Permanent Select Committee on Intelligence beginning any time after the report is filed.  It is important that Members keep in mind the requirements of clause 13 of rule XXIII, which only permit access to classified information by those Members of the House who have signed the oath provided for in the rule.

Dear Colleague:

The Committee on Rules may meet the week of September 5th to grant a rule that could limit the amendment process for floor consideration of H.R. 2218, Empowering Parents Through Quality Charter Schools. The bill was ordered reported on July 22nd by the Committee on Education and the Workforce.

Any Member wishing to offer an amendment must submit an electronic copy of the amendment and description via the Rules Committee’s website. Members must also submit 30 hard copies of the amendment, one copy of a brief explanation of the amendment, and an amendment login form to the Rules Committee in room H-312 of the Capitol by 10 a.m. on Wednesday, September 7, 2011.  Both electronic and hard copies must be received by the date and time specified. Members should draft their amendments to the text of the bill as ordered reported by the Committee on Education and the Workforce, which is available on the Rules Committee website.
