AMENDMENT PROCESS FOR

H.R. 963 – FAIR Act of 2022

Dear Colleague:

 

The Committee on Rules is likely to meet the week of March 13, 2022, to grant a rule that may provide a structured amendment process for floor consideration of H.R. 963, the FAIR Act of 2022.

Any Member wishing to offer an amendment must submit a searchable electronic copy of the amendment, which should be provided by the Office of Legislative Counsel, via the Rules Committee’s website by 10:00 a.m. on Friday, March 11, 2022. Please note that staff must be on the House network, either physically or remotely via virtual private network (VPN), in order to access the online submission form.

Members should draft their amendments to the text of Rules Committee Print 117-34, showing the text of H.R. 963, as ordered reported by the Committee on the Judiciary, which is available on the Rules Committee website.

Members should use the Office of Legislative Counsel to ensure that their amendments are drafted in the most appropriate format. Members should also check with the Congressional Budget Office for a preliminary assessment of their amendments’ budgetary effects. Finally, Members should check with the Office of the Parliamentarian and the Committee on the Budget to be certain their amendments comply with the rules of the House and the Congressional Budget Act. Member Day Hearing on Proxy Voting and Remote Committee Proceedings as Established by H. Res. 965 of the 116th Congress

Dear Colleague:

On Thursday, March 17, 2022, at 9:00 AM EDT, the Committee on Rules will meet to hear from Members about how proxy voting and remote committee proceedings have worked over the past twenty-two months, how they have helped Congress safely operate through the public health emergency, and whether these tools have utility beyond the public health emergency. I invite you to provide testimony on your experiences and views on this important matter.

The hearing will be held in H-313, however any member wishing to testify but unable to participate in-person is welcome to do so virtually. Democratic Members wishing to testify should contact Nate Perkins on the majority staff and Republican Members wishing to testify should contact Hannah Gill on the minority staff , each by 5pm on Monday, March 14, 2022
