Dear Colleague:                                                   

The Committee on Rules may meet the week of November 17th to grant a rule that could limit the amendment process for floor consideration of H.R. 4012, the Secret Science Reform Act of 2014.

Any Member wishing to offer an amendment must submit a searchable electronic copy of the amendment, which should be provided by the Office of Legislative Counsel, via the Rules Committee’s website.  Members must also submit 30 hard copies of the amendment, one copy of a brief explanation of the amendment, and an amendment login form to the Rules Committee in room H-312 of the Capitol by 10:00 a.m. on Monday, November 17, 2014 Both electronic and hard copies must be received by the date and time specified.  Members should draft their amendments to the text of Rules Committee Print 113-57, which contains the text of H.R. 4012, as ordered reported by the Committee on Science, Space, and Technology, and is posted on the Rules Committee website.

Members should use the Office of Legislative Counsel to ensure that their amendments are drafted in the most appropriate format.  Members should also check with the Congressional Budget Office for a preliminary assessment of their amendments’ budgetary effects.  Finally, Members should check with the Office of the Parliamentarian and the Committee on the Budget to be certain their amendments comply with the rules of the House and the Congressional Budget Act.  If you have any questions, please contact myself or Towner French of the Committee staff at 225-9191.

Members’ Day Hearing on Proposed Rules Changes for the 114th Congress

Dear Colleague,

Before we depart for the August District Work Period, I wanted to inform Members of an important hearing my subcommittee will be holding when we return.  The Rules Subcommittee on Rules and Organization of the House will hold a Members’ Day hearing in September on proposed changes to the standing rules of the House. 

The purpose of this hearing is to receive input from Members about possible improvements to House Rules for the 114th Congress.  Members with ideas should begin working on their proposals during the District Work Period.  Although this will not be the only chance for Members to propose changes to the House Rules package in the 114th Congress, the hearing will provide a significant opportunity for Members to have their ideas heard.  I welcome your input and encourage you to bring your suggestions before the Subcommittee. 

Any Member wishing to testify should submit a request to 114RulesPackage@mail.house.gov by Friday, August 29, 2014.  I also ask that you submit a short summary of your proposal and any legislative text that may be available with your request to testify.   If you have any questions please contact myself or Patrick Deitz in my office at Patrick.Deitz@mail.house.gov or 225-1002.

Res. 644—Condemning and disapproving of the Obama administration's failure to comply with the lawful statutory requirement to notify Congress before releasing individuals detained at United States Naval Station, Guantanamo Bay, Cuba, and expressing national security concerns over the release of five Taliban leaders and the repercussions of negotiating with terrorists.
