Dear Colleague:

The Committee on Rules may meet the week of June 16th to grant a rule that could limit the amendment process for floor consideration of H.R. 4413, the Customer Protection and End User Relief Act.

Any Member wishing to offer an amendment must submit a searchable electronic copy of the amendment, which should be provided by the Office of Legislative Counsel, via the Rules Committee’s website.  Members must also submit 30 hard copies of the amendment, one copy of a brief explanation of the amendment, and an amendment login form to the Rules Committee in room H-312 of the Capitol by 3:00 p.m. on Tuesday, June 17, 2014.  Both electronic and hard copies must be received by the date and time specified.  Members should draft their amendments to the text of Rules Committee Print 113-47, which is based on the text of H.R. 4413 as reported by the Committee on Agriculture, H.R. 634, H.R. 677, H.R. 742, H.R. 1003, H.R. 1256, H.R. 3814, H.R. 4267, and H.R. 4330. The Rules Committee Print and a section-by-section analysis are posted on the Rules Committee website. 

Members should use the Office of Legislative Counsel to ensure that their amendments are drafted in the most appropriate format.  Members should also check with the Congressional Budget Office for a preliminary assessment of their amendments’ budgetary effects.  Finally, Members should check with the Office of the Parliamentarian and the Committee on the Budget to be certain their amendments comply with the rules of the House and the Congressional Budget Act.  If you have any questions, please contact myself or Nate Blake of the Committee staff at 225-9191.

The Committee on Rules may meet the week of May 26th to grant a rule that could limit the amendment process for floor consideration of H.R. 4681, the Intelligence Authorization Act for Fiscal Years 2014 and 2015. 

Any Member wishing to offer an amendment must submit a searchable electronic copy of the amendment, which should be provided by the Office of Legislative Counsel, via the Rules Committee’s website.  Members must also submit 30 hard copies of the amendment, one copy of a brief explanation of the amendment, and an amendment login form to the Rules Committee in room H-312 of the Capitol by 3:00 p.m. on Wednesday, May 28, 2014 Both electronic and hard copies must be received by the date and time specified.  Members should draft their amendments to the text of Rules Committee Print 113-45, which contains the text of the bill as ordered reported by the Permanent Select Committee on Intelligence and is posted on the Rules Committee website. 

Members should also be advised that the classified Schedules of Authorizations and the classified Annexes accompanying the bill are available for review by Members at the offices of the Permanent Select Committee on Intelligence.  As a reminder, clause 13 of rule XXIII only permits access to classified information by those Members of the House who have signed the oath provided for in the rule.

Any Member wishing to offer an amendment must submit a searchable electronic copy of the amendment, which should be provided by the Office of Legislative Counsel, via the Rules Committee’s website.  Members must also submit 30 hard copies of the amendment, one copy of a brief explanation of the amendment, and an amendment login form to the Rules Committee in room H-313 of the Capitol by 10:00 a.m. on Monday, May 19, 2014 Both electronic and hard copies must be received by the date and time specified.  Members should draft their amendments to the text of Rules Committee Print 113-44, which contains the text of H.R. 4435 as reported by the Armed Services Committee with a modification and is posted on the Rules Committee website.
