Dear Colleague:
The Committee on Rules is likely to meet the week of September 12th to grant a rule that may provide a structured amendment process for floor consideration of H.R. 5226, the Regulatory Integrity Act of 2016.
Any Member wishing to offer an amendment must submit a searchable electronic copy of the amendment, which should be provided by the Office of Legislative Counsel, via the Rules Committee’s website. Members must also submit 30 hard copies of the amendment, one copy of a brief explanation of the amendment, and an amendment login form to the Rules Committee in room H-312 of the Capitol by 10:00 a.m. on Monday, September 12, 2016. Both electronic and hard copies must be received by the date and time specified. Members should draft their amendments to the text of Rules Committee Print 114-63, which contains the text of H.R. 5226 as ordered reported by the Committee on Oversight and Government Reform, and is available on the Rules Committee website.
Members should use the Office of Legislative Counsel to ensure that their amendments are drafted in the most appropriate format. Members should also check with the Congressional Budget Office for a preliminary assessment of their amendments’ budgetary effects. Finally, Members should check with the Office of the Parliamentarian and the Committee on the Budget to be certain their amendments comply with the rules of the House and the Congressional Budget Act. Dear Colleague,
As we return from our August District Work Period, I wanted to inform Members of an important hearing my subcommittee will be holding next week. The Subcommittee on Rules and Organization of the House will hold a Members Day hearing at 10:00 am on Wednesday, September 14th, 2016 in H-313 The Capitol on proposed changes to the standing rules of the House.
The purpose of this hearing is to receive input from Members about possible improvements to the Rules of the House for the 115th Congress, and will build upon the initial hearing the subcommittee held in April. Although this will not be the only chance for Members to propose changes to the House Rules package in the 115th Congress, the hearing will provide a significant opportunity for Members to have their ideas heard. I welcome your input and encourage you to bring your suggestions before the Subcommittee.
Any Member wishing to testify should submit a request to 115RulesPackage@mail.house.gov by 5:00 pm on Monday, September 12th. I also ask that you submit a short summary of your proposal and any legislative text that may be available with your request to testify.
