Dear Colleague:
The Committee on Rules is scheduled to meet on Monday, February 14, 2011 at 5:30 p.m. to grant a rule for the consideration of H.R. 1, the Full Year Continuing Appropriations Act, 2011, which may require that amendments be printed in the Congressional Record prior to their consideration on the Floor.
The bill was introduced and made available electronically on the Rules Committee website on February 11, 2011. Members should draft their amendments to the bill as introduced. A basic guide on how to draft amendments to this measure is available on the Rules Committee website.
Members should use the Office of Legislative Counsel to ensure that their amendments are drafted in the most appropriate format. Members should also check with the Office of the Parliamentarian to be certain their amendments comply with the rules of the House. It is also recommended that if Members are proposing transfer amendments that they consult with the Committee on Appropriations to ensure that their amendments comply with clause 2(f) of Rule XXI.
