WASHINGTON—During today's Rules Committee meeting, Ranking Member Jim McGovern (D-MA) delivered the following opening remarks:

Thank you, Madam Chair. Today, we’re considering five bills reported out of the Education and Workforce Committee.

June 4, 2026

The Committee on Rules will also meet Monday, June 8, 2026 at 1:00 PM ET in H-313, The Capitol on the following emergency measure:

  • S. 2 – Secure America Act 

The Committee on Rules will still meet Monday, June 8, 2026 on the following measures:

  • H.R. 8312 – Fraud Prevention and Accountability Act
  • H.R. 8464 – Stopping Fraudulent Payments Act
  • H. Res. 1335 – Condemning actors seeking to defraud the United States Government, and expressing the sense of the House of Representatives that governmentwide fraud and improper payment prevention reforms will meaningfully improve the financial prosperity of the United States, and that Federal program eligibility should be verified before payment.

The Committee on Rules will meet Monday, June 8, 2026 at 4:00 PM ET in H-313, The Capitol on the following measures:

The Committee on Rules will meet today, June 3, 2026 at 3:45PM ET in H-313, The Capitol on the following emergency measure:

  • H. Res. ____  – Provides that the requirement of clause 6(a) of rule XIII for a two-thirds vote to consider a report from the Committee on Rules on the same day it is presented to the House is waived with respect to any resolution reported through the legislative day of June 5, 2026, relating to a measure providing for reconciliation pursuant to title II of S. Con. Res. 33.
