WASHINGTON, DC — On the House Floor today, Rules Committee Chairman James P. McGovern (D-MA) managed a rule for consideration of H. Res. 271, a resolution condemning the Trump administration’s legal campaign to take away Americans’ health care. The measure follows the Trump Justice Department’s recent announcement that it would not defend the Affordable Care Act in court as part of the Texas v U.S. lawsuit, signaling its belief that the landmark law is unconstitutional.


WASHINGTON, DC — Rules Committee Chairman James P. McGovern (D-MA) today welcomed two new Majority members appointed to the committee for the 116th Congress: Rep. Ed Perlmutter (CO-07), who also served on the committee during the 111thCongress, and Rep. Mark DeSaulnier (CA-11). Four Majority members were already appointed earlier this Congress: Rep. Jamie Raskin (MD-08), Rep. Mary Gay Scanlon (PA-5), Rep. Joseph D.


WASHINGTON, DC — On the House Floor today, Rules Committee Chairman James P. McGovern (D-MA) led passage of a rule to consider a package of six pre-conferenced spending bills negotiated between the House and Senate Appropriations Committees last Congress and a bill to reopen the Department of Homeland Security through February 28th. Taken together, these bills would reopen the entire federal government and finally bring an end to the Trump Shutdown, which is in its 33rd day.

H.R. 6192 – Hands Off Our Home Appliances Act

Dear Colleague:                  

The Committee on Rules may meet the week of April 15th to provide for floor consideration of H.R. 6192.

If a Member wishes to offer an amendment for consideration, they must submit a searchable electronic copy of the amendment, which should be provided by the Office of Legislative Counsel, via the Rules Committee’s website by 5:00 PM on Thursday, April 11, 2024.  Please note that staff must be on the House network, either physically or remotely via virtual private network (VPN), in order to access the online submission form.

Members should draft their amendments to the text of H.R. 6192, which is available on the Rules Committee website.

Members should use the Office of Legislative Counsel to ensure that their amendments are drafted in the most appropriate format. Members should check with the Office of the Parliamentarian and the Committee on the Budget to be certain their amendments comply with the rules of the House and the Congressional Budget Act.
