WASHINGTON, DC —Rules Committee Chairman James P. McGovern (D-MA) today submitted an amendment to H.R. 268, the Supplemental Appropriations Act, to prevent funding in the bill from being used to build President Trump's border wall. The amendment, which states that none of the funds in the bill for the Army Corps of Engineers or Department of Homeland Security may be used to plan, develop, or construct the border wall, comes as President Trump considers using disaster funding to build the wall. A vote on this amendment could come as soon as tomorrow.


WASHINGTON, DC — On the House Floor today, Rules Committee Chairman James P. McGovern (D-MA) led passage of a rule to consider a series of four appropriations bills to end the Trump Shutdown and urged the Senate to act. The bipartisan Agriculture, Transportation, Housing and Urban Development, Financial Services-General Government, and Interior-Environment Appropriations bills are virtually identical to the bills the Senate passed by a veto-proof 92 to 6 margin in August.


WASHINGTON, DC — Rules Committee Chairman James P. McGovern (D-MA) tonight advanced the bipartisan Agriculture, Transportation, Housing and Urban Development, Financial Services-General Government, and Interior-Environment Appropriations bills to the House Floor to end the Trump Shutdown ahead of the president's address tonight. The legislation is virtually identical to the four appropriations bills that passed the Senate 92 to 6 in August. The rule allowing for consideration of these bills will be debated on the House Floor tomorrow.

H.R. 7343 – Detain and Deport Illegal Aliens Who Assault Cops Act

The Committee on Rules may meet the week of May 13th to provide for floor consideration of H.R. 7343.

If a Member wishes to offer an amendment for consideration, they must submit a searchable electronic copy of the amendment, which should be provided by the Office of Legislative Counsel, via the Rules Committee’s website by 3:00 PM on Wednesday, May 8, 2024.  Please note that staff must be on the House network, either physically or remotely via virtual private network (VPN), in order to access the online submission form.

Members should draft their amendments to the text of H.R. 7343, which is available on the Rules Committee website.

Members should use the Office of Legislative Counsel to ensure that their amendments are drafted in the most appropriate format. Members should check with the Office of the Parliamentarian and the Committee on the Budget to be certain their amendments comply with the rules of the House and the Congressional Budget Act.
