WASHINGTON, DC —Rules Committee Chairman James P. McGovern (D-MA) today welcomed new members appointed to the committee for the 116th Congress. Four members were appointed this morning, including Rep. Jamie Raskin (MD-08), Rep. Mary Gay Scanlon (PA-05), Rep. Joseph D. Morelle (NY-25), and Rep. Donna E. Shalala (FL-27).


WASHINGTON, DC —In a series of speeches today on the House Floor, Rules Committee Chairman James P. McGovern (D-MA) began consideration of the rules package for the 116th Congress. These historic reforms will modernize Congress, create a more accommodating legislative process, and hold the Trump Administration accountable on day one of this new Congress. Following consideration of H.Res. 5 and Title I of H.Res. 6 today, the House will consider Title II of this rules package tomorrow and Title III next week.

The Committee on Rules will meet Thursday, April 11, 2024 at 7:45 PM ET in H-313, The Capitol on the following emergency measures:

  • H.R. 7888 – Reforming Intelligence and Securing America Act [ Rule Markup Only ]
  • H.R. 529 – Extending Limits of U.S. Customs Waters Act [ Rule Markup Only ]
  • H. Res. 1112 – Denouncing the Biden administration’s immigration policies. [ Rule Markup Only ]

  • H. Res. 1143 – Condemning Iran’s unprecedented drone and missile attack on Israel.
  • H.R. 6046 – Standing Against Houthi Aggression Act
  • H.R. 6323 – Iran Counterterrorism Act of 2023
  • H.R. 4691 – Iran Sanctions Relief Review Act of 2023
  • H.R. 5947 – To provide for the rescission of certain waivers and licenses relating to Iran, and for other purposes.

H.R. 6192 – Hands Off Our Home Appliances Act

Dear Colleague:                  

The Committee on Rules may meet the week of April 15th to provide for floor consideration of H.R. 6192.

If a Member wishes to offer an amendment for consideration, they must submit a searchable electronic copy of the amendment, which should be provided by the Office of Legislative Counsel, via the Rules Committee’s website by 5:00 PM on Thursday, April 11, 2024.  Please note that staff must be on the House network, either physically or remotely via virtual private network (VPN), in order to access the online submission form.

Members should draft their amendments to the text of H.R. 6192, which is available on the Rules Committee website.

Members should use the Office of Legislative Counsel to ensure that their amendments are drafted in the most appropriate format. Members should check with the Office of the Parliamentarian and the Committee on the Budget to be certain their amendments comply with the rules of the House and the Congressional Budget Act.
